New Texas City had a five-year plan.

Every city did.

Ours was mostly about water, housing, transit, and making sure the bats didn’t eat anybody.

1. Extend the western defense grid by 40 miles.
2. Replace civilian shielding near the Bat Country frontier with military-grade systems.
3. Reclaim three abandoned transit corridors beneath the city.
4. Expand water recovery capacity by 18%.
5. Build two new residential towers for displaced frontier families.
6. Reopen the old west freight line under armed escort.
7. Establish a permanent Bat Migration and Tower Expansion Authority.
8. Reduce black-market power siphoning by half.
9. Increase food production inside the city by 25%.
10. Keep the bats out.
